| “城市建设资助计划”是德国最早的中央和地方共建资助项目。从该计划及其下属的“城市建筑遗产保护工程”的实施过程可以看出，德国在建筑遗产管理上具有将遗产保护与城市发展同步进行、重视区域协调发展、各级政府部门权责分明、配套立法明确完善、注重建筑公益性和私人权利的平衡、重视建筑遗产的可持续发展、沟通渠道畅通等几个特点。这些特点促成了该计划和下属各工程的成功实施，对于我国类似大型项目实施具有借鉴意义。 |

| The“Urban develepment funding” Programme is commonly recognized als the earliest central and local co-financing project in Germany. Through the anylasis of the practice of this Programme and the under-operated programme “Protection of the Urban Architectural Heritage”, we can find several main features, to which the success of the programme arributed: the simultaneous development of heritage management and urban renewal , more stress on the coordination of regional development, clear division of authorities and responsibilities of government departments at all levels, definite and well-established complementary laws, awareness of the balance between public interest and private property, consciousness on the sustainble develepment of urban architectural heritage,etc.. These contributed to the successes of the above-mentioned programme and are therefore good models for the implementation of similar large-scale projects in China . |
