| 当今，许多国家都有管理和保护文化遗产资源的宪章和准则用以支撑保护工作，重要国际间、跨区域保护
组织所颁布的宪章、公约、建议和决议对各国国内保护宪章和准则的制定有着直接的影响力。回顾过去，历史城
镇景观是建筑遗产保护的重要方面，也是保护理念中完整性的必然要求，也是遗产保护进程中的重要环节。值得
注意的是，以往针对历史城镇景观相关国际规制的解读是不足的，已有文献主要聚焦于历史建筑保存、维护、保
护、修复等方面。本文献综述以历史城镇景观保护与管理为研究对象，以时间为顺序，将早期建筑遗产保护组织、
ICOMOS、UNESCO 以及区域间保护组织颁布的一系列国际规制进行解读，从适应性与针对性、文脉与地方精神、
完整性与原真性、保护性利用四个主题进行回顾与评述。通过综述，厘清国际规制中涉及历史城镇景观保护与管
理的部分，为历史城镇景观的保护与管理提供国际规制的研究基础。 |

| Majority of countries have charters or principles to underpin approaches to conserving and managing
cultural heritage resources, and significant international or cross-regional organizations which adopted a series
of international charters, conventions, recommendations and resolutions in conservation process and it plays a
direct role on domestic charters or principles in a country. Notably, there is a growing interest in historic urban
landscape conservation and management which as one important aspect of built heritage, and it is a must in the
concept of integrity conservation principal. In retrospect, studies which based on the interpretation of international
documents regard to the historic urban landscape heritage is limited, and more attention was paid on the
preservation, maintaining, conservation and restoration of the heritage building. This paper sets out to review
current interest in various international documents in relation to the conservation of historic urban landscape which
adopted by ICOMOS, UNESCO, and even earlier international organizations or cross-regional organizations. More
explicitly, discussed the international charters and historic urban landscape from four themes, that is, adaptability
and complementation, context and spirit of the place, integrity and authenticity and heritage adaptive reuse,
chronologically. The results can be used as a reference and theory basis for conservation and management of the
historic urban landscape. |
