      在建筑遗产的保护语境中,除却已被登录保护的对象,大量处于保护清单之外的城乡风土建成遗产该如何恰当处置,在“存”与“废”之间又该如何作利弊权衡,这已成为我国城市更新及乡村复兴中的一大难点和热点。联合国可持续发展原则中着重指出在城乡可持续发展中平等这一原则所蕴含的文化权利,即支持社群全体公民对有形遗产与无形遗产的所有感。本文聚焦于日本著名传统乡村风土建成遗产整体保护案例“妻笼宿”,考察了其从20世纪60年代起所经历的保护演进阶段中的原住民社群保护运动发展进程,包括江户时代遗存——妻笼宿的历史、遗产保护政策评价、原住民参与度、社群构建遗产自我教育体系等方面的内容,结合2017年12月在印度德里召开的国际古迹遗址理事会第十九届全体大会通过的《木质建成遗产保护准则》,试图在新的文化政治语境下探讨、学习日本风土建成遗产延续和发展方式的条件、问题与适应性,以对我国正在进行的当代传统乡村中的风土建筑遗产的保护性活化和干预策略提供有益的参考。

      In the case of China, how to deal with the huge amount of vernacular built heritage in the urban and rural development in the perspective of social value is one of the most complicated issues in conservation. The United Nations Sustainable Development Goal 11 Principle of Equity in sustainable urban development necessitates recognition of cultural rights-the right to sense of belongings for all citizens. By tracing back the progress of the preservation and regeneration plan of Tsumago-juku in Japan since 1960s in vernacular built heritage history, local policies, community initiatives, conservation theoretical models, this paper focused on presenting an understanding of the translations of conservation doctrines on the ground with transnational objectives of conservation in neo liberal contexts. By comparison with the conservation concepts as community making, public participation, stakeholders, and preservation technique, this paper put forward view points on the great influence of democracy development in contemporary conservation practice.
