| 摘要：英格兰保护区城市设计控制体系有效解决了历史文化街区发展与保护实践中城市规划及建筑设计的衔接问题，形成较为成熟和系统的城市设计控制方法和技术，为城市遗产的保护、保护区可持续发展及城市整体风貌延续奠定坚实基础。本文以英格兰保护区城市设计控制体系为研究对象，从法规体系架构、控制内容、实施管理程序三个层面剖析英格兰保护区城市设计控制体系架构及实施路径，为我国历史文化街区城市设计控制体系的建构提供启发。本研究发现，英格兰保护区城市设计控制体系具有完善的法规体系与清晰的主体权责、明确的保护框架与包容的控制手段、透明的实施程序和健全的共识机制的特点，对中国城市设计控制体系构建具有借鉴意义。 |

| Abstract：The urban design control system for conservation areas in England has effectively solved the problem of the connection problem between urban planning and architectural design in the development and protection practice of historical and cultural blocks，forming a mature and systematic urban design control method and technology，laying a solid foundation for the protection of urban heritage，sustainable development of conservation areas，and the continuation of the overall urban landscape. This article takes the urban design control system of conservation areas in England as the research object. It analyzes the framework and implementation path of the urban design control system of conservation areas in England from three levels：regulatory system structure，control content，and implementation management procedures. The aim is to inspire the construction of the urban design control system of historical and cultural blocks in China. This study finds that the urban design control system of conservation areas in England is characterized by a complete regulatory system with clear rights and responsibilities，a definite protection framework with inclusive control measures，transparent implementation procedures，and sound consensus mechanics，which has reference significance for the construction of urban design control systems in China |
